Next actions not showing for contact

I'm not sure if this is by design or not, but if I have a an action that is Waiting and assigned to a contact I can see the action if I look at the contact. If I change the status of the waiting action to be next action, the action disappears from the individual contact's display.
Action 1 is waiting, assigned to Alice. Alice contact display shows Action 1 under Waiting Actions. Change Action 1 to be a next action, Alice contact display no longer shows Action 1 at all.
This issue is problematic and still not handled. I had a look at
$:/plugins/gsd5/core/ui/lists/contacts-action-list.tid but I have no idea why the list fails for Next Actions.
In this tiddler, removing the group_by="gsd_project" or replacing it by group_by="none" will enable listing next actions for the contacts, however not grouped by project.
