Fairy Gold

When the pod is at level 0 buffer level we implement fairy gold. We need to work out the details of this
@NotThatSmith under the new financial model this should be less likely to happen.
It is still a financial tool that we may need and could be useful to other groups starting.
Essentially it is racking up debt to kickstart the group and then paying it back when the company has money. Possibly with a risk multiplier.
I think we should break it out into its own agreement and change the name.
Love how you've kickstarted this conversation again @agentlewis! Like you said, I think when we made this ticket, it was relevant, but not so much now(more stable financially). We can leave this open in case someone gets the energy to work on this.
