Seemingly it has moved on https://data.gov.uk/dataset/cb7ae6f0-4be6-4935-9277-47e5ce24a11f/road-safety-data
to
http://data.dft.gov.uk/road-accidents-safety-data/variable%20lookup.xls
But the files are slightly different and no indication is given of the change in filename...
