"Failed to add reference" while updating the package to 2.5.0

Hi, can you help to solve the following issue?

I got the following error updating the package to version 2.5.0:
"Failed to add reference. The package 'GMImagePicker.Xamarin' tried to add a framework reference to 'System.Drawing.Common.dII' which was not found in the GAC. This is possibly a bug in the package. Please contact the package owners for assistance. Reference unavailable."

It only happens with version 2.5.0. I can successfully update to 2.4.0. Uninstalling/reinstalling doesn't help.

I'm using packages.config file for NuGet packages (not PackageReference).

VS Enterprise 2019 (16.7.4)
Xamarin 16.7.000.452
Xamarin.iOS SDK - 14.0.0.0
