Ansible nginx tasks

Currently there are nginx tasks duplicated across the pico-web and pico-shell roles. This could be simplified by factoring out a single parameterized nginx role that is then included with the specific configuration.
Additionally a cleaner design would be to remove any webserving functionality from the shell_server.
