ECFMP always priority over CAD

As the values in CAD have a similar effect like an MDI flow measure in ECFMP, we have set the values way below the maximum arrival capacity. So we are considering what maximum traffic for a city pair we can accept during regular operations. We consider a number as high as the arrival capacity departing a single origin airport at the same time as very unlikely. So the best use of CAD to flatten some peaks from a single airport.
During specific city-pair events, we need to raise the CAD value as we intentionally will accept more traffic from single airport. However, this will also remove the restriction for any other departure airport. Because ECFMP measure are always of a temporary nature, while CAD is a permanent value, we request to change the logic to have ECFMP always priority over CAD, also if it's "lifting" a restriction by CAD.
