CDM hangs Euroscope and ES does not launch when ECFMP is down

Hello,

CDM (all versions) hangs EuroScope due to ECFMP website being down. This behaviour is due to FlowRestrictions parameter in CDMConfig.xml file. Since ECFMP website and its API is down, CDM just hangs EuroScope upon startup (which leads to crash in some cases if ES is not force killed from task manager)

Added time out for every URL request, so it should no happen again in future versions
