Due to the following errors:
'org.xml.sax.SAXParseException; lineNumber: 42; columnNumber: 91; Attribute name "data-pjax-transient" associated with an element type "meta" must be followed by the ' = ' character.' for 'https://github.com/rrevenantt/hlasm-idea-plugin/blob/master/hlasm-plugin/updatePlugins.xml'

Manually installing the zip works

this seems to work but then getting:
10:26 PM Plugin Error: hlasm-plugin: error in opening zip file

which is probably because the link to the zip is also wrong
