Get translations working

I've been pretty good about marking text for translation so far, but I've done nothing about actually getting translated. The first step is doing something with xgettext. There's a tutorial about this; unfortunately it just says, "Use CMake magic."

The next step is to actually set up a place for translators to do their stuff. I've heard that Launchpad works well for this, and there's already a set of translators there interested in Ubuntu. We'll have to see if we can set that up with the code being hosted here.
