update repository 'About' setting to use rspec.info docs url instead of Relish

Currently the GitHub repository 'About' section links to Relish documentation which is outdated, it should link to https://rspec.info/documentation/latest/rspec-core/ instead

Expected behavior

GitHub repository 'About' section should link to https://rspec.info/documentation/latest/rspec-core/

Actual behavior

GitHub repository 'About' section links to unavailable relishapp.com/rspec/rspec-core
