Update Configure Timezone Documentation around terraform destroy

Update documentation to reflect the behavior of the terraform destroy with regards to the configure timezone resource.

Additional context

Since the Rubrik cluster requires the timezone to be required we do not have the ability to "destroy" the configuration so when running terraform destroy we essentially do nothing which is appropriate behavior , but we need document it.
