Implement cluster registration resource

What would you like to be added: Add resource that can be used to register the Rubrik cluster once it is bootstrapped.
Why is this needed: Registration is the only thing preventing us from launching, bootstrapping, and configuring all of our cloud features on a cloud cluster end-to-end with Terraform.
