Publish to VSCode marketplace on CI?

Looks like we can leverage https://github.com/marketplace/actions/publish-vs-code-extension to automate updating the extension.

Ehh we could, but I'd just end up regenerating the access token anyway. I'll keep it local for now. If we end up publishing often enough we can automate it later.
