libyaml 0.2.5, Windows MinGW, ruby/ruby

Re Windows MinGW builds, MSYS2 updated their libyaml package to 0.2.5. The update happened today, after the recent commits here.

ruby/ruby hasn't had a commit/PR since, but ruby-loco's ruby master broke (the build used here and other CI for Ruby mingw master testing).

I'm trying to check things locally, but it will be a bit...

EDIT: The patch file psych-libyaml-0.2.5.patch added to ruby-loco passed.
