Fix ruby tests and create workflow to publish to ruby gems

Creating issue for visibility,

you can add your ruby gems key to secret’s or I can add mine if you add me as a maintainer in ruby gems and this repo. I can also create this workflow in the bolt opts org or on mine I’m going to be using it on my gems as well.
