Describe the bug
v1.3 amd64 doesn't run on Windows 10 or Server 2019.

To Reproduce
Steps to reproduce the behavior:

  1. Run 1.3 amd64 on W10 or Server 2019 - never prompts for old or new tracker. Simply shows "press enter to continue" then "press enter to exit"

Expected behavior
v1.3 to run...

Fixed in version 1.4. Check
