Option to restore to temporary folder instead of in-place

Self-explanatory. Probably should specify the option in the restore GUI through SCC, and that should get passed over to the API endpoint for queue-file-for-restore, also needs to be written to the database in the RestoreQueue, and finally logic needs to be added to the client to accommodate both methods.
