Investigating sign up for Hacktoberfest

I have pinged @booyaa about having Rust as a part of DigitalOcean's Hacktoberfest. does anyone have any thoughts on it?

Last year when we talked with them about this they said we should just appropriately tag issues as easy/hacktoberfest. Previous years you would have to contact them to be featured I think.

So we probably don't need to sync with them at all (let's see how they're running it this year). But yeah we should def encourage the rust project to do this. Last year the impl period coincided with this and it was pretty great.
