Updates for when 2021 is stabilized

There are several sections that need to be updated for the 2021 stabilization:

Remove 2021 steps from https://github.com/rust-lang/edition-guide/blob/master/src/editions/transitioning-an-existing-project-to-a-new-edition.md
Remove 🚧 from https://github.com/rust-lang/edition-guide/blob/master/src/rust-2021/index.md and rewrite that chapter. Also update https://github.com/rust-lang/edition-guide/blob/master/src/SUMMARY.md.
Merge #254
Review #257 (I'm not sure if there's anything left to be done?)
