use highfive to allow non-org members to set issue labels?

Go's bot allegedly has this functionality, which could be useful for occasional contributors who maybe shouldn't belong to the GitHub organization (in order to keep the membership tidy and in accordance with the principle of least privilege), but who maybe should be able to pitch in by noticing when an issue should have an A-area or E-difficulty label.
