create a "negative impls" initiative repo

Can someone create a repository based on the initiative-template called "negative-impls-initiative"? You can give access to the lang team (I'll create a team entry in the team repo as well).

@nikomatsakis hey -- did you get a chance to file the team repo PR? That way we can do this in one go rather than needing to click through a couple times :)

I somehow managed to create that w/o the template though so... probably needs a push of the contents from the template repo.
