API Docs: primitive floats

Part of #29329

http://doc.rust-lang.org/std/primitive.f32.html etc. All of these docs are generated from each other, so the floating point primitives are just one shot. Explaining that would be a good thing, so people don't wonder why the f64 docs have f32 examples, etc.
