Add experience points cost for using Biome Compass

It would be a more balanced experience for users if the Biome Compass had a cost system that required them to use experience points in order to use the compass. This could be a good way to balance the item.
The cost should be configurable, so that server owners can choose the amount of experience points required for each use of the compass.
