/plugman reload <plugin> - Its not reloading the plugin.

I'm currently working on a plugin on a large server, it takes TOO long to have to restart the server EVERY time I push an update so I use plugman. In the past about 3 days ago and before when I reloaded the plugin, it worked perfectly. Recently when I make and update and push to the server it reloads the plugin without updating to the new jar. Now when I do restart the server it updates fine but I'm wondering why all of a sudden it's not updating anymore.
