Can WebGoat.net application be installed using IIS server instead of Tomcat? If Yes/No why?

I tried installing it on IIS Server. The following error occured as depicted in
image attached!
Could it be because database not being loaded ?

found out myself ... tomcat is for Java version of code and IIS for .NET. I was
confused why webgoat.net should be installed on Tomcat only, that was for java
code.
