create venv called environtment & "C:/Program Files/Python39/python.exe" -m venv environment activate venv with environment\Scripts\activate.ps1 -> Powershell activate venv with environment\Scripts\activate.bat -> cmd

After virtual env activation

install requirements with pip install -r requirements.txt
