Shaking ::after in spotlight buttons

It`s not a critical bug, but It looks like this behavior is not correct.
When I hover the ::after part of the spotlight button, the animation is playing. But this can cause annoying shaking when you hover the part of ::after that is outside of the button. This looks like that:

This can be seen clearly when the user is slowly moving cursor to the button
It`s really easy to fix. So, can I solve this problem?
P.S The same issue with ::before
