Is your feature request related to a problem? Please describe.
Python 3.12 is updated and home assistant is moving in April as default, update this to align and deprecate 3.9 as does not support some features in functions/ methods.

Move envrionemnt to 3.12, add 3.13 and deprecate 3.9
