Update elixir and node

The last version of elixir is 1.8 instead of 1.6, and node is 10.16 (lts) instead of 8.
It's not working with last version

What error do you get exactly? I could make the application work on elixir 1.8, but didn't go further.

I updated all dependencies except :
- sqlite related packages, as the latest version doesn't seem to compile
- purescript related dependencies, it should be done separately but shouldn't pose a problem of compatibility
Tell me if you have any issue with the newest packages
