Allow updating Safes from 1.3.0 to 1.4.1
Background
Currently only updating from < 1.3.0 to 1.3.0 is supported
Dependencies

Add official migration contract deployment to https://github.com/safe-global/safe-deployments/tree/main/src/assets/v1.4.1
