Desktop Notifications Issues

What happened:
When I am offline, Portmaster floods my desktop with "Failed to connect" notifications.

If I disable the Core > Desktop Notifications, after awhile they get re-enabled automatically and next time I'm offline, I'm flooded again.

What did you expect to happen?:

1. A single notification of "Failed to connect" is sufficient. No need to be flooded with multiple notifications.
2. Once the desktop notifications are disabled, they should remain so until they are manually re-enabled.

How did you reproduce it?:
Self-explanatory as pointed above.
