Cant set UK/GB as home node

What happened?
I created two home node rules in settings, one which allows GB and one that excludes everything with use of an asterisk (allow on top, exclude under) to force my home node to always be in the UK/London, but once I restarted the SPN with the prompt an error occurred saying "All Home Nodes Excluded, Your current Home Node Rules exclude all availible and eligible SPN Nodes" even though there is definitely a Safing ran SPN node in London according to the SPN map.
I also tried using the ipv4 address of the node instead of the ISO GB but the same error occurred.
I then set the allowed rule to FR for France and that works perfectly fine.
What did you expect to happen?
I expected not to get the error and my home node to be connected to London/GB before additional hops.
How did you reproduce it?
Create a Home Node Rule, set it to "Allow" and type in GB
Create a second Rule below the first one, set it to "Exclude" and type in an asterisk "*"
When prompted above the fields to restart the SPN, click that and once it loads back up the shield will turn red and you will get the error notification.
