Option to drag with right-button or setting to position minimized bar to screen height percentage of bottom edge

This is needed to avoid overlapping Window Tabs minimized bar with Monk's Hotbars set to always visible.

Not ideal but other window control settings, like placing the bar on top or top taskbar should work with this combination. It is much easier than trying to adjust based on the enabled modules, unfortunately.
