USB connection issue

Since I’ve installed Sailfish (as far as I can remember), I’ve had issues connecting the phone to my pc. Essentially, the computer won’t recognize the phone and wanted to see if anyone else has had this issue and found a way to fix it. It doesn’t even show up in “This PC”. My guess was some level of driver issue, but I’m not an expert. I have version 3.3.0.16 - it was upgraded but I was able to get one (so far has worked only once) system reset in to see if that was the issue (nope). It feels like I’ve scoured the net to no avail, but here’s at least some of the things I’ve done (can’t remember them all at this point):
-Made sure “Developer Mode” is enabled under Settings -> Connectivity -> USB
-micro SD card in place
-Made sure “Remote connection” is enabled under Settings -> System -> Developer Tools
-Using the Universal ADB Driver v5.0 for Windows (x86 or x64). It does appropriately recognize my OS windows 10 x64. This does not recognize my device being connected to my computer. I get an error that says Device not found.
-Tried 3 or 4 different computers all the same issue.
-Device manager the phone pops up under “Other devices” and then as “RNDIS” with the small yellow error triangle over the icon. I’ve tried updating the driver from there, both manually and with windows update - no dice.
-Connecting to the pc via both usb-a and then usb-c.
-Manually installing the google usb driver “android_winusb” via device manager -> action -> add legacy hardware. This like other drivers I get “The software for this device is now installed, but it may not work correctly.

This device cannot start. (Code 10)”. This persists after I do a system restart.
