Throttle or limit SMS notifications?

E.g., do not send a notification if the last one was < 30 seconds ago?
Or limit number of notifications per day to e.g., 5?

To stop people playing around with their cable and causing SMS charges.
Yeah but I guess that if they play they're expecting to get an SMS otherwise they will consider that it is not reliable I'm afraid
