how to install masked package with missing keyword?

I'm new with gentoo, so please bear with me
I try to install docker-compose
"emerge --ask app-emulation/docker-compose" will result
!!! All ebuilds that could satisfy "app-emulation/docker-compose" have been masked.

- app-emulation/docker-compose-1.25.5::gentoo (masked by: missing keyword)

How to install this?
