Update NSIS installer

Update the NSIS installer:
- Split out binary and config data
- Add location picker dialog
- Upgrade new method
- Upgrade old method
- New installation
- Command Line Switch to remove root_dir
- Command Line Switch to select install location
- Add help for uninstaller options
- Save settings in registry
- Remove registry settings on uninstall
- Remove Salt Project directory
