Allow users to delete their own queued up commands

EDIT: Never mind. I'm told that ordinary users can delete their own commands using !unq. !delq is for moderators to delete other people's commands. Please ignore this issue.

I'm told that only moderators can use the !delq command. This means that ordinary users can't delete their own commands once they've been enqueued. Perhaps they discover a mistake before the command is !called.

Please let ordinary users delete their own queued up commands. Thanks.
