Additions to the !run command

A couple of distributions were just added to TP (Thanks you KS!), one of them being fair+needy. This led to a lot more needies being used on TP, but we now can only run them from one distribution. I propose that something is added to the end of the run command to allow for needies to be added to bombs. Something like:
!run <# of modules> <distribution> [# of needies, optionally]

Also, credit to Starbucks, ruleseed was also suggested to be made more usable on TP. If it were added, it should probably only be enabled if the majority of users want to add it (aka a Vote, likely 66%) and a way to make it clear that the bomb has been run with a ruleseed (perhaps a color change of the notes background or command queue, something that users would notice other than the widget that displays ruleseed).
