Build our Docker base image in buildspecs

Implementation of #50 in our infra/buildspecs/*.yaml files.

Building in a buildspec maybe isn't a good idea, building locally and pushing to ecr (as described here: https://github.com/samhstn/samhstn/blob/32d33cdbdb651c8da53aefb4c60e6eb82e41c21f/infra/README.md#docker-upload for now).
