Doesn't work when Windows UI language is not English

Steps to reproduce:

  1. Set UI display language to French
  2. Log out and back in
  3. Run SetDefaultBrowser "Microsoft Edge"

Problem

The following error is shown:

The control panel applet didn't open. Try logging out and then logging in again.
