Use Actions to create a GitHub release, probably after a NuGet push. https://docs.github.com/en/free-pro-team@latest/github/administering-a-repository/managing-releases-in-a-repository

  1. A Pull Request build should valid unit tests, CodeQL, and that the merge is of a high quality.
  2. A main trunk build, should create a NuGet package and push it to NuGet.Org. At this time a release should be created in GitHub.
