Issue: Composing using FB sandwiched between overlays, ie

Causes the gpu power policy to be swapped to always_on, and will not go back, which it should.
When doing this it causes HMP boosting to always occur, meaning power consumption will be higher. Additionally, the GPU will always be on, even when the screen is off. This is not the right behaviour.

Temporary workaround is to disable the mechanism that sets the gpu into always_on. no apparent issues (yet)

Issue appeared to be with a bad gralloc?
