Conditioning settings are not the same between B_Off_0 and sample created with reduce

@zberzolla, The comparison of B_Off_0 template with it's eqivalent after being passed through the archetypal pipeline (ran the B_Off_0 template, opened the SAMPLE0.idf in archetypal (UmiTemplateLibrary.from_idf()) gives the following differences in the Conditioning settings.

To Check:
- Heating COP
- Cooling COP
- Mechanical Ventilation (a1e4547)
- Min fresh air per area (a1e4547)
- Heat recovery efficiency latent (5e607ae)
- Heating/Cooling Schedules are "always on' while original has variability
- Thermal Absorptance not parsed correctly (see https://github.com/UrbanModelingInterface/Umi/issues/108)
