[Enhancement] Add a minimumHoldTimeBeforeTrigger property

It would be convenient to be able to set the minimum time that the user must hold it down in order for the pulltorefresh to be triggered. I say this because in my app, it always accidentally triggers when I scroll up to the top and the scrollview bounces.
