Make the current status of "Reg-XML" and the "Registers" explicit in the README

The Reg-XML produced by regxmllib is deliberately not in-line with the published SMPTE ST 2001 documents and the Registers used are not yet published. These facts should be made clear in the regxmllib documentation.
