restrict undefined global variables in cleo scripts

restrict all global variables <= the highest index in CustomVariables.ini for the current edit mode

need to use something in customvariables.ini, any var number, or Alloc variables.
Everything defined ad-hoc would end up in the extended var space, which will work in testing but won't save
