[vmware-monitoring] Create an alert for CinderTagMissingForDS and CinderTagAddedForReservedDS

CinderTagMissingForDS (for both SSD and HDD) --> raise an alert if there is no Cinder tag present --> exempt DS with cinder_state defined as reserved --> this will exclude sending an alert for the reserved DS with an empty Cinder tag --> remediation/resolution would be to add the Cinder tag for the SSD/HDD DS

CinderTagAddedForReservedDS --> trigger/fire an alert if the value of the custom attribute cinder_state is reserved but the Cinder tag still exists for that datastore --> if the Cinder tag is manually added to the reserved DS, the datastore will be seen by the Cinder scheduler and consumed --> in this case, a warning alert should be thrown ==> the action to take would be to remove the reserved value for the cinder_state
