1.7.10 + Forge handshake

#1 restores 1.7 protocol support, and #2 adds Forge, how to merge the two? There are additional changes needed as well: http://wiki.vg/Minecraft_Forge_Handshake#Differences_from_Forge_1.7.10
Maybe after/if #2 is upstreamed, work on rebasing #1 and implementing ModIdData etc.

For now merged both #1 and #2 in https://github.com/satoshinm/CuberiteForge but no specific 1.7 Forge support yet
