angular component sbb-header should be responsive

sbb-header should be responsive. on a mobile view it should be collapsed.

The wrong responsive behaviour is caused by missing specification for that behaviour. Therefore I finally finalized the specification for the header including responsive behaviour. @kyubisation has planned to enhance the header component in the next weeks. Update for the component will be provided here: sbb-design-systems/sbb-angular#159
The UX specification has been finished. The implementation of the Angular Component Library is adapted but not already support sub-menus (https://github.com/SchweizerischeBundesbahnen/sbb-angular/releases/tag/8.6.0). Although the part of specification is finished I close this issue.
